Is IPTV the same as illegal streaming?

No. IPTV is just television delivered over the internet, and every major UK broadcaster uses it. The word picked up a bad reputation because unlicensed subscription sellers adopted it. The technology is legal; unlicensed services are not.

Do I need special equipment for internet TV?

Usually not. A smart TV from roughly 2020 onwards, or any TV with a cheap streaming stick, runs every licensed UK service. Ordinary fibre broadband is plenty.
